  • 1. The criteria for measuring and evaluating noise shall be determined in accordance with the environmental pollution process test standards as stipulated in Article 6, Paragraph 1, Clause 2 of “the Law on Environmental Testing and Inspection".
  • 2. The classification of target areas shall be based on “the National Land Planning and Utilization Act".
  • 3. The regulatory standards shall be applied based on the areas affected by residential noise.
  • 4. For noise regulation at construction sites during the daytime, when the working hours using designated machinery or equipment subject to prior notification for specific construction activities are less than 3 hours per day, a correction of +10dB shall be applied to the regulatory standards. When the working hours exceed 3 hours but are less than 6 hours, a correction of +5dB shall be applied to the regulatory standards.
  • 5. For blasting noise, a correction of +10dB shall be applied to the regulatory standards only during the daytime.

  • 7. For construction site regulatory standards, the following areas shall have a correction of -5dB applied to the regulatory standards only on public holidays.
    • A. Residential areas
    • B. Areas within a straight-line distance of 50m from the boundaries of hospitals designated under “the Medical Service Act," schools designated under “the Elementary and Secondary Education Act" and "Higher Education Act," and public libraries designated under “the Library Act"
  • 8. "Same building" refers to a building as defined in Article 2 of “the Building Act," where the roof, pillars, or walls are integrated. The regulatory standards for residential noise in the same building shall only apply to businesses engaged in the following operations.
    • A. Fitness centers, sports centers, martial arts academies, martial arts studios, golf practice facilities, and baseball facilities as specified in Article 10, Paragraph 1, Clause 2 of “the Law on the Installation and Operation of Sports Facilities"
    • B. Private academies and tutoring centers for music instruction among Private academies and tutoring centers specified in Article 2 of “the Law on the Establishment and Operation of Private Academies and Tutoring"
    • C. Bars and entertainment establishments as specified in Article 21, Paragraph 8, items d) and e) of “the Enforcement Decree of the Food Sanitation Act"
    • D. Karaoke as specified in Article 2, Paragraph 13 of “the Law on the Promotion of the Music Industry"

  • 4. During the daytime, for construction sites where machinery or equipment subject to prior notification is used, a correction of +10dB is applied if the working time is less than 2 hours per day, and +5dB if it exceeds 2 hours but is less than 4 hours.
  • 5. The vibration standard for blasting is adjusted by +10 dB only during the daytime.
